Are telecom vendors solving both network operation and head count problems for operators?

In addition to offering network solutions the major telecom vendors also offer managed services including O&M of the operator network. In many of the O&M deals operator staff is moved to the vendor company. Does anyone know about cases where legal or work environment issues have been part of those deals where people have “moved” from one company to another. One related question is if  different set of rules are applied for night labor, working time, etc depending on the the type of employer or country?
